So, let's begin!
*remember to save often!

Open up window (36), copy frame and paste it as a new IMAGE close the original  Make your canvas size pretty large here so we have enough room
to work >image>canvas size>1600x1300.
Add shadow:
V: 3 H: 2
O: 100 B: 5

Open paper 014, copy paper, take selection too [rectangle], click around the frame shape,
make new raster

layer and paste the paper into the selection on the new raster layer you just made, place this behind the window.

Open up fence (60), copy and paste it as a new layer, under the window and paper, pull slightly to the right of the window. Duplicate image, mirror the image >Image>Mirror, pull this fence to the left side of the window.
*see my sample tag for reference*

Open up tree (26), copy and paste as a new layer, positioning behind the fence and it to the right side of the window.

Open up grass (73), copy and paste as a new layer, positioning behind the frame, near the bottom.

Open up grass (78), copy and paste as a new layer, positioning it near the bottom of the window.

Open up flower stem (6), copy and paste as a new layer, positioning it to the right side of the window near the bottom edge, under the grass.
V: 0 H: 2
O: 100 B: 3

Open up green vines (40), resize to 40%, copy and paste as a lew layer, place it near the upper right side corner of the window.
Duplicate image, mirror the image >Image>Mirror, pull this vine to the left side of the window, upper left corner.

Open up vines (46), resize to 85%, copy and paste as a new layer, position it to the very top of the window.
Add shadow:
V: 3 H: 2
O: 38 B: 2

Open up dark orange bow (43), copy and paste as a new layer. Position to the upper left section of the window.
Add shadow:
V: 3 H: 2
O: 38 B: 0

Add your tube, I used the tube poppy by Zlata. Resize by 80%, Copy and paste the as a new layer placing her on the top layer, on the green grass.

Open sparkles (86), copy and paste as a new layer on the top.

Open word art, copy and paste as a new layer, add shadow.

Crop down as close to the edges as possible without cutting anything off,
**a great way to see where the edge of the grass is to add a new layer on the very bottom and flood fill it BLACK. This way you can see the edges of anything a light color.**

resize to 650 on the largest side.
[You can go smaller size on this if you prefer]
Add watermarks and copyright info.

For the name I used the gradient glow filter from Eyecandy 4000, I also added a shadow.

Save and you are done!
If any part of your tag is blurry you can clear it up by sharpening the layer >adjust>sharpness>sharpen.
I hope you have enjoyed this tut.
